Expression of interest for undertaking Evaluation Study of the Scheme of
Counseling, Retraining and Redeployment (CRR)

invites expression of interest for evaluating the CRR Scheme from reputed
consultancy firms who have experience in undertaking evaluation studies of
various schemes preferably government schemes.

Evaluation
Study of the Counseling, Retraining and Redeployment Scheme, a plan scheme
under the Department of Public Enterprises.
A Scheme of Counseling, Retraining and
Redeployment (CRR) for rationalized employees of CPSEs is under implementation
by Department of Public Enterprises (DPE) from the year 2001-02. The objective of the scheme is to provide
opportunities of Counseling, retraining and redeployment to the rationalized
employees of Central Public Sector Enterprises rendered surplus as a result of
modernization, technology upgradation and manpower
restructuring.
2. The basic aim of the Scheme is to
re-orient the separated employees through short duration training programmes so as to equip them to adjust to the new
environment and adopt new avocation after separation and to rejoin the
productive process. The thrust of the CRR Scheme is on self-employment.
3. In order to have wide coverage throughout
the country, 42 operating nodal training agencies have been selected to carry
out the CRR Scheme. These agencies have
93 operating Employees Assistance Centres (EACs) all over the country.
Nodal agencies counsel VRS optees, impart
training and reorient them, develop curriculum/materials, prepare feasibility
reports and do market surveys, undertake post-training follow up for
self-employment, interface with various institutions and have regular liaison
with CPSEs, etc. CRR Scheme is under implementation through Plan Fund of the
Government of India. As per existing
norm, 10% of the Fund is earmarked for NE Region. The projection under the CRR
Scheme is made on year-to-year basis.
4. The training is imparted in 20 days/30
days/40 days’ module depending upon need and trade/skill of the rationalized
employees. Per capita cost of training
in respect of VRS optees for above modules is
enclosed along with a copy of CRR Scheme. Department of Public Enterprises is
the coordinating body which arranges for Government funds on annual basis,
monitors the implementation of the scheme by the nodal agencies and CPSEs and
provides necessary direction and guidance. Evaluation of the scheme is also to
be taken up by DPE.
5. For implementation of CRR Scheme, Rs. 8 Crore was sanctioned during
the year 2001-02 which was enhanced to Rs. 10 Crore during 2002-03 and 2003-04. Considering the importance of this scheme,
the fund has been further enhanced to Rs. 30 Crore during 2004-05 and 2005-06. For the current financial year, an amount of Rs. 31.50 Crore has been allocated under this Scheme.
6. As five years of the Scheme has been
completed, need has been felt to undertake evaluation of the Scheme and to bring
about further improvements which would ultimately benefit all the stake
holders. The methodology to be adopted
for the evaluation may include collection of primary and secondary data and
consultation of reports/documents from nodal agencies, visits to the Employees
Assistance Centres, in depth interactions with
concerned officials of the nodal agencies and interviews with beneficiaries and
other concerned agencies/individuals.

8. From the Social Audit requirement the
outcome of the Scheme has to be analysed based on the
following attributes:

of the service providers

Transparency
in Service Provision

Satisfaction.

Improvements
over the years.

Standards
of performance.

9. The broad terms and reference of the
evaluation of
TERMS OF REFERENCE
§
The evaluation study has to be completed within
three months and final report be submitted in subsequent one month time.
§
There will be clear indication about number of
nodal agencies randomly selected separately from performing and underperforming
agencies to be covered in the evaluation Study.
§
The methodology to be adopted to evaluate the
impact of the scheme be clearly specified. In all
cases, collection of data and consultation of reports/documents from nodal
agencies, visits to the Employees Assistance Centres,
in-depth interactions with concerned officials of the nodal agencies and
beneficiaries and other concerned agencies/individuals need to be included.
§
The study
should evaluate the facilities available with the nodal agencies. Also, trade /
skill wise standardization of curriculum, learning materials and course content
in order to ensure the desired upgradation of skills
within the stipulated timeframe, guidance for preparing feasibility/project report, market survey
etc. will be examined.
§
Study will
undertake critical evaluation of the nodal agencies in regard to accomplishment
of all the three components of CRR Scheme i.e. Counseling, Retraining and
Redeployment.
§
Study will
evaluate agency-wise follow up measures and mechanism for rehabilitation of the
trainees under the Scheme.
§
The study will submit a detailed report on problems
and possibilities for linking the micro credit worthiness of the CRR
beneficiaries to financial and other similar institutions.
§
Existing duration of courses of 20/30/40 days be
examined and suggestions incorporated.
§
To examine the existing norms of expenditure under
different heads and suggested recommendations be supplied.
§
To study the system of Maintenance of Accounts/subsidiary accounts for

To study the impact of local level co-ordination
committee and suggest measures to make this mechanism more effective.
§
To examine the feasibility of extending the benefit
of CRR scheme to the dependents of the VRS optees.
§
Assessment of the achievements of major outcomes.
§
50 copies of the final report will be handed over
to DPE.
§
Any
other relevant aspect for further improving the efficacy of the scheme.
