1 I was working with NTPC Ltd. with Basic Pay of Rs 29,980 in the pay scale of 29,100 to 54500.I was interested to work with the best PSU of India & had interest to work in Oil & Gas Sector .So I resigned from NTPC Ltd. on 02.07.2013 and joined ONGC on 04.07.2013 in the pay scale of Rs. 24,900 to 50,500. I have joined ONGC at a Lower Post.

I want information regarding my Basic Pay Protection joining at Lower Post at ONGC (from one PSU to other PSU ) with reference to Fixation of pay in case of employee seeking transfer to a lower post under FR 15(a) , regulated by rule FR 22 (I)(a)(3) & applicability of these Fundamental Rule in PSUs.

2 1. Whether DPE guidelines debar companies from paying proportionate PRP for employees who leave a Company during the year

2. A company has introduced a defined contribution scheme of pension for its employees in 2012 whereby it contributes a defined percentage of basic & DA towards pension w.e.f. 1.1.07. Some of the employees have resigned from the company before 2012 but after 2007. Do DPE guidelines prevent the company from paying pension arrears to the employees who have resigned as aforesaid

10 Industrial Dearness Allowance (IDA) for financial quarter Oct-Dec of FY 2014-15 has been calculated as per AICPI - IW (June- 246, July-252, August-253 & average 250.33 and link point 126.33 as on 01.01.2007) by DPE and released vide letter No. W-02/0002/2014-DPE (WC) GL-XIX/14 dated 09 October 2014 (same is uploaded herewith for ready reference). As per this letter IDA is 98.1% which comes 98.155624% on calculation and on rounding off it comes 98.2% instead of 98.1% which may be rectified.

Please verify at your end and do the necessary correction(s), if required.

Whether Office memorandum issues by Ministry of Personnel, Public Grievances and Pension regrading Consolidated instructions on Forwarding of application of Government Servants for outside employment via No. 28011/1/2013- Esst(C) Dated: 23.12.2013 is also applicable to all PSUs of india under Department of Public Enterprises
2. Whether the above office memorandum was forwarded by DPE to all PSUs If so then please inform the date
3. Whether DPE ensured from all PSUs followed the above office memorandum and all the instructions of office memorandum applied in the service conditions of the Government servant if so then please tell the date.
4. Whether prospects of bright candidates on open selection should invariably depend on forwarding of applications by the present employer (PSU) to another Undertaking / Govt. Organisation. By not issuing NOC PSUs are not creating a hurdle in the growth of India as bright mind will never reach on top at early age of the career.
5. Non-forwarding such employment application or non-issue of NOC or imposing such conditions of forwarding applications Through proper Channel on employees of CPSU may also amount to violation of Human Rights as it is affecting the Rights relating to Life, Liberty, Equality and Dignity of the individual guaranteed by the Constitution as per the provisions under Section 2(1)(d) of the Protection of Human Rights Act, 1993. Imposing such conditions is also causing a perennial mental agony in the minds of CPSU employees. Non-forwarding of applications may be treated violation of Article 21 and also Article 23 by treating such acts as Forced Labour on the reason that such acts are inhibiting mobility of Govt. Employees amongst Govt. Depts. / PSUs. In fact, Fundamental Rights cannot even be waived by any individual. What are the steps taken by DPE against PSUs who have implemented the forced labour by not giving the NOC to bright candidates.

24 Part time B.Tech are granted by UGC like full time B.Tech. But during recruitment, Some of the Public Sector companies are accepting part time B.Tech but some public sector are not accepting. For example ONGC, ISRO, BARC are accepting partime B.Tech where as BHEL, NTPC, EIL etc. are not accepting it. They are all asking full time regular course.

I would like to know, is there any norm governing acceptance of Full time or part time course. Why these discrimination between part time and full time courses among the public sector companies under one Govt.

Dear Sir,

It is requested that following authentic information may kindly be provided to me. These informations are regarding employees and Public servants who are in Government Service and can opt to join Corporation service in the Corporation formed under any Government Department where the conditions of service changes accordingly. As a Government he is Governed by CCS Conduct Rules. And as a Corporation Workman he is governed by Model Standing Orders under Industrial Employment (Standing Orders) Act 1946.

Please provide Information about the provisions according to Rules and Regulations by which an Employee cease his Government Servant status whenever he Opts and Joins any Corporation.

Please provide information about the provisions according to Rules and Regulations by which an Employee whose Government Servant status has been ceased whenever he Opts and Joins any Corporation, Are there any provisions by which he can be governed by Conduct Rules of Government Service and Penalty can be imposed on him from the List of Penalties available in Government Rules eg. Compulsory Retirement for the misconduct done by him as a Corporation employee which is not available under Model Standing Orders applicable on him in Corporation Service.

Whether the Penalty of Compulsory Retirement under CCS Conduct Rules be imposed on a Workman who is governed by Model Standing Orders under Industrial Employment (Standing Orders) Act 1946.

You are being the highest Authority/Organisation and responsible to form and implement Rules and Regulations in India regarding employment, therefore, it is humbly requested and expected that I would be provided Correct and Proper Information from the Ministry.

31 For gaining a government job, what kind of experience certificates are valid in government public sector units
1. Are experience certificates from non registered companies allowed for seeking a government job requiring experience in particular field
2. If a person has gained apprenticeship training experience in a public sector unit by telling lies that he does not have experience above one year and later on secures job by submitting that he had experience of more than one year before undergoing apprenticeship training and hence completes experience requirement for securing job in the very same company where he did his apprenticeship. After doing service for a few years, what are the possible course of action that can be taken against the employee.
3) as discussed in point no 2, what possible actions can be taken against a public sector unit for such gross negligence as the employee has fooled the company twice by telling different stories.

1. Is GOI consider the qualification of Chartered Accountant (CA) and Cost Accountant (ICWA) equally for its any job opening.
2. If No , then why and if yes , then the government has issued any directions through any circulars and notifications.
3. Is your ministry also issued directions to public sector enterprises regarding to equivalent of above course or it would be sole decision of the enterprise.

4.How it is possible that a chartered accountant is eligible for the post of chartered accountant and cost accountant both and a cost accountant Is only eligible for cost accountant. Would GoI thinks it is a valid differentiation for eligibility rules.

35 In India UPSC hire IAS/IPS/IFS/IRS, in which upper age limit is 32 years for General category. But in mostly PSUs (IOCL,EIL,NTPC ETC.) upper age limit is limited to 25 years for executive level entry/GET for general candidate.

Kindly give the detail information, why there is upper age limit for the above said post (executive level entry/GET) in mostly PSUs (IOCL,EIL,NTPC ETC.) is 25 years for general candidate. why it is not 30 or 32 years.

In this grievance I am requesting to Department of Public Enterprises, List of Post identified for Person with Disability was not followed as per Supreme court Rules and regulation Issued by Minister of Social Justice and Department of Personnel Training, Government of India, but I asked this grievance to bokaro steel plant HSM(Operation) People but they terminated from my service from SAIL. This is the against the Grievance. So SAIL Higher Authority should take necessary action for the same.

HSM Operation Department not suitable job by Person with Disability candidate and Computer Science engineering student. Related this Grievance I asked to SAIL, Bokaro plant. They terminated my service from SAIL.I have attached all the proof.

I was joined there on 28th Feb2014 there I got my working area as HSM (Hot Strip Mill Operation) but I was belongs to Computer Science branch. While
they gave me a working area has HSM(Hot Strip Mill)Operation Department for which I was totally unfit a Computer Science Engineer and as Person with Disability candidate.

I have posted in HSM Operation Department not related to computer science. I asked this grievance to HSM General Manager, but he not at all takes career about this problem. Health and safety for PWD within the working environment for Person with Disability candidate has breached its statutory duties and List of post Identified by Person with Disability candidates, Issued by Department of Personnel and Training rules and regulation were not followed in my case Bokaro Steel Plant (HSM Operation).

I have received letter from SAIL date (15.10.2014) Services of Shri Umapathi have been terminated on account of unauthorized absence and His request for transfer cannot be accepted. But I have asked grievance but they terminated from my service. This is against Supreme Court Law for Person with Disability candidate. Hence I request to SAIL higher authority consider this Issue with serious and immediate action required from SAIL.

My induction training has been completed in BSL bokaro Steel Plant (Jharkhand). I have faced health and safety problem in HSM (operation) Bokaro Plant in my case. I belong to the place SALEM.
I am a Person with Disability (Loco motor Disability)(50%) candidate.I was joined there on 28th Feb2014 there I got my working area as HSM (Hot Strip Mill- Operation) but I was belongs to Computer Science branch. While they gave me a working area has HSM(Hot Strip Mill)Operation Department for which I was totally unfit a Computer Science Engineer and as Person with Disability candidate.
I have informed this matter to higher authority in bokaro steel plant but they not paid any attention to my problem.HSM Operation Was not suitable job for my physical body condition but no action taken from bokaro steel plant.
I was completely not in position to conduct my duty in all respect either it is technical and my Physical body condition. I have requested to bokaro steel plant higher authorities to concern this problem but they have not paid any attention to my request.
In Bokaro Steel plant in my case assigned post was Hot Strip Mill (Operation) is not list of public Sector posts which were identified for persons with disabilities candidate not followed in my case in Bokaro Steel Plant. Please take necessary action. Regarding above information I was raised grievance to Office of the Chief Commissioner for Persons with Disabilities, Ministry of Social Justice and Empowerment.
Identification of posts which can be reserved for persons with disabilities (PROTECTION OF RIGHTS AND FULL PARTICIPATION ACT, 1995) identified post for Disabled candidates are not taken within the working environment for Person with Disability candidate in bokaro steel plant (HSM-Operation) in my case.

Where am I Empowered under RTI. It is Clear MOCKERY. Neither STC nor Department of Commerce is furnishing information. THIS Pertains to my LIFE and LIBERTY. Why scared of furnishing facts. Every CPIO is public servant destined to serve citizens irrespective of domain under Collective Responsibility in Democratic Republic. Otherwise it looks like Police refusing registering victims FIRs sighting jurisdiction.

Despite of clarifications from heads of government, HRD ministry and former chief justice of Delhi high court and DESPITE OF MY SINCERE EFFORTS, I am not getting my required information.

Delivering his 10th Independence Day speech from the ramparts of the historic 17th-century built Red Fort, Prime Minister Dr. Manmohan Singh on Thursday said: Through the RTI Act, the common man now gets more information than ever before about the work of the government. This legislation is being used on a large scale at all levels. The Act frequently brings to light irregularities and corruption and opens the door for improvements, said Dr. Singh. RTI is a powerful tool that serves to bridge the democratic deficit created by increasing inequality and differences in access to opportunities. Countless Indians are now able to check the status of their ration cards, BPL cards, passports, application for public schemes etc. The RTI has made the state machinery more accessible and easier to manage, especially for the poor and vulnerable sections of society. Minister of State Dr. JITENDRA SINGH Replied in Rajya Sabha on 07.08.2014 saying probation should not be extended for more than a year. I was kept on probation for eleven years.

CPIOs apply different yardsticks to information seekers. I get reply CPIO saying, RTI is meant for furnishing already existing information and not meant for creating information. But Home Ministry replied to RTI activist S.C. Agrawal saying, the matter is under examination, when he filed RTI to know status of his complaint. Does this reply come under creating information or already existing information
